About Professor Miller

Jeffrey Archer Miller is and Assistant Professor of Law and Director of the Disability Rights Law Clinic, Cecil C. Humphreys School of Law at the University of Memphis. He is a former Distinguished Practitioner-in-Residence and acting director of the Disability Rights Law Clinic at American University Washington College of Law. From 2020-2023, he was an assistant professor at Gallaudet University, where he taught undergraduate courses in disability rights law, business law, and international business.

Shortly after graduating from law school, Jeff founded the Law Offices of J. Archer Miller, a solo law practice in which he represented plaintiffs alleging violations of the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, and federal employment antidiscrimination statutes. He later joined a Baltimore-based law firm, Callegary & Steedman, PA, where he focused on direct client representation in special education and guardianship matters. 

Jeff has acted as the lead attorney in numerous cases filed in the U.S. District Court for the District of Maryland and presented oral arguments in the Appellate Court of Maryland and District of Columbia Court of Appeals.  As Of Counsel to the law firm Stein & Vargas, LLP, he was a part of a litigation team involved in nation-wide litigation, often in partnership with the National Association of the Deaf.  During his tenure with Stein & Vargas, he practiced in the federal courts of Nebraska, North Carolina, Pennsylvania, Maryland, the U.S. Court of Appeals for the Eight Circuit, and the U.S. Court of Appeals for the Fourth Circuit.
