Coronavirus Response and Relief Supplemental Appropriation Act (CRRSA Act)
CRRSAA Reporting Requirements
The Coronavirus Response and Relief Supplemental Appropriation Act (CRRSA Act) was
signed into law on December 27, 2020. The CRRSA Act appropriated approximately$ 81.88
billion for the Higher Education Emergency Relief Fund (HEERF II).
The U.S. DOE provided the UofM with an electronically signed Grant Award Notification
(GAN) on February 16, 2021.
Pursuant to the institution’s Certification and Agreement for Emergency Financial
Aid Grants to Students under the CRRSAA (a)(1) program, the UofM will receive $27,375,611,
of which $7,801,875 will be provided directly to students in the form of emergency
grants.
As of March 31, 2022, the entire amount of $7,801,875 for Emergency Financial Aid
Grants was distributed to students under Section 314(a)(1) of the CRRSA Act along
with $14,175 available from CARES Act (HEERF I). An additional $835,250 from the
Institutional portion was provided as Emergency Financial Aid Grants to students.
UofM estimated a total of 13,629 as eligible to participate in programs under Section
484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency
Financial Aid Grants to students under Section 314(a)(1) of CRRSAA.
As of March 31, 2022, 13,629 students have received an Emergency Financial Aid Grant
to students under Section 314(a)(1) of the CRRSAA.
The method used by UofM to determine which students receive Emergency Financial Aid
Grants and how much they would receive under Section 314 (a)(1) of the CRRSAA is as
follows:
- Student must be currently enrolled in at least half-time status of billable credit hours for the Spring 2021 semester as a degree seeking undergraduate, graduate or law student.
- Student must have completed a 2020-2021 FAFSA and meet all eligibility requirements for Title IV Financial Aid under Section 484 of the Higher Education Act.
- Student must have been financially impacted due to disruption of academic operations
caused by COVID-19.

All students at the UofM, were advised via email sent on February 19, 2021, about the distribution of the CRRSA Act funds.
