American Rescue Plan Act of 2021 (ARP Act)
ARP Reporting Requirements
Congress approved and President Biden signed on March 11, 2021, the American Rescue
Plan Act of 2021 (ARP Act). The ARP appropriated approximately $39.6 billion for
the Higher Education Emergency Relief Fund (HEERF) and represents the third stream
of funding appropriated for HEERF to prevent, prepare for, and respond to coronavirus.
The U.S. DOE provided the UofM with an electronically signed Grant Award Notification
(GAN) on May 27, 2021.
Pursuant to the institution’s Certification and Agreement for Emergency Financial
Aid Grants to Students under the ARP Act Section 2008(a)(1) program, the UofM will
receive $47,798,494 of which $24,350,875 will be provided directly to students in
the form of emergency grants.
As of March 31, 2022, the total amount of Emergency Financial Aid Grants distributed
to students under Section 2008(a)(1) of the ARP Act in two tranches is $13,746,600;
$3,196,000 in July 2021 and $10,550,600 in November 2021.
UofM estimated a total of 18,521 as eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 2008(a)(1) of the ARP Act.
As of March 31, 2022, 18,521 students have received an Emergency Financial Aid Grant to students under Section 2008(a)(1) of the ARP Act.
The method used by UofM in June 2021 to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 2008 (a)(1) of the ARP Act is as follows:
- Student must be currently enrolled in at least half-time status of billable credit hours for the Summer 2021 semester as a degree or eligible certificate seeking undergraduate, graduate, or law student.
