Steve is a leading scholar on substance abuse treatment access for persons with disabilities (PWDs). Along with colleagues at Virginia Commonwealth University, he pioneered the self-report assessment of the impact of access barriers on substance abuse treatment and was the first to demonstrate that access barriers lead to service denials to PWDs.
